Louise Cruz Rivera is the daughter of the late †Lidia Duenas Cruz and †Vicente & Scholastica Rivera, with three sisters: Linda (married to Edward Guerrero), Lorraine, and Lisa Rivera. Louise attended Lyndon B. Johnson Elementary, Tamuning Elementary, and Agueda I. Johnston Middle School before graduating from John F. Kennedy High School. She furthered her education at the University of Guam
Louise’s career began in 1989 as an on-call substitute teacher for the Department of Education (DOE). She then served as Municipal Clerk at the Tamuning Mayor’s Office from 1990 to 1997. In 2000, she worked as a Ward Clerk in Guam Memorial Hospital’s Nursing Administration, later returning to the Tamuning Mayor’s Office as Municipal Clerk until 2003. From there, she became the Program Coordinator at the University of Guam’s Financial Aid Office until June 2004.
In 2004, Louise’s commitment to her community led her to run for Vice Mayor of Tamuning, Tumon, and Harmon. She won and served two terms before being elected Mayor in 2012. Louise’s leadership has earned the trust of her constituents, re-electing her as Mayor for four consecutive terms, including her most recent victory in 2024.
