Honorable Jessie P. Bautista

Jessie Perez Bautista was born on May 13, 1966, as the eighth child to †Antonio G. Bautista and †Augustina A. Perez. He is the proud father of son Devin Herrera, his wife Taryn, grandson Dylan, and daughter Jessie C. Bautista. Jessie is brother to Connie, Doris, Bernie, Anita, Anthony, Joseph, Frederick, Therese, Frances, and Robert. Raised in the village of Barrigada, he was first elected Vice Mayor in 2012 and, due to his commitment and dedication, has achieved his fourth term, running unopposed in 2016, 2020, and 2024.
 
Vice Mayor Bautista graduated from George Washington High School and furthered his education at Downey Community College in California. Upon returning home, he worked at AK Yamaha as a supervisor and later partnered with a friend to assist with rental unit maintenance and repairs. Concurrently, he worked with government and private entities in restoring asphalt and concrete roads. During his tenure, he garnered support from colleagues to serve as Sergeant-at-Arms for the Mayors' Council of Guam (MCOG) from 2017 to 2024. He also served as Committee Vice Chair for the Stray Animal Round-Up (SARU) from 2012 to 2020 and is currently a member of the "Un Guinaiya" Lions Club and the Manenggon Memorial Foundation.
 
Vice Mayor Bautista’s accomplishments include a newly constructed gymnasium, directed by the Leon Guerrero/Tenorio Administration and Department of Public Works, and acquiring Child Care Grant funding to repair and upgrade existing facilities. New fencing and playground equipment were installed at the children's park and in Tiyan for kids with physical challenges. Ongoing projects include replacing lights at football and baseball fields in Tiyan, renovating the learning center at the community center, converting the old Tiyan maintenance shop into a learning center, and resurfacing the outdoor basketball court. On July 9, 2019, the unveiling of the "Kalaguak Memorial," honoring CHamorus enslaved and massacred by the Japanese Imperial Army, was accomplished in partnership with Mr. William "Willy" Flores and the Manenggon Memorial Foundation. Together with Mayor June Blas, he formed the Barrigada Crusaders, the first village youth football team, and successfully acquired 43 acres in Tiyan for recreational facilities and 7.9 acres of CHamoru Land Trust properties for sports fields through legislation in 2018.
 
Vice Mayor Bautista also collaborated with Mayor June Blas to launch a Neighborhood Watch program in 2013, which remains active to deter crime and illegal activities. They have received multiple Liberation Day Float Competition awards and hosted Papua New Guinean delegates during the 12th Annual Festival of Pacific Arts (Guam) in May 2016. Vice Mayor Bautista has worked tirelessly with Mayor Blas, village schools, businesses, private sectors, and government agencies to address safety and welfare concerns, including flooding issues, stray animal control, road repairs, and streetlight installations. Together, they organized youth sports, cultural dance groups, Zumba, MixxedFIT, and Taekwondo classes to promote healthy lifestyles. They embody the "One Team, One CommUNITY" approach to serving the residents of Barrigada.
