Frances Sudo Lizama is a resolute public servant and community leader who has recently been elected as the Mayor of Yigo, a position previously held by her husband, Robert Sanchez Lizama, from 1997 to 2012. Together, they have six children—Stacia, Sonja, Christopher, Christian, Christian, and Kevin—and have eighteen grandchildren. Frances is originally from the village of Yona and is the youngest of ten children, born to the late Manuel Baza and Consolacion Quidachay Sudo.
Her educational journey includes attendance at Manuel U. Lujan Elementary School, Agueda I. Johnston Middle School, and a 1986 graduate from George Washington High School.
Frances’s career in public service began in the Yigo Mayor’s Office where she served as an Administrative Assistant from 1989 to 1992 under the late Mayor John F. Blas. She then transitioned to the 22nd Guam Legislature Central/Legal Office under the late Senator Vicente C. Pangelinan from 1993 to 1996. Afterwards, she took on roles in the Recovery Office as an Administrative Officer and later as a Project Officer until 2008. Frances continued her career in public service as Committee Director and later Chief of Staff for Senator Frank Aguon. She then served as Deputy Clerk for the 31st Guam Legislature. Most recently in 2023, she worked for Guam Homeland Security/Office of Civil Defense returning to Guam Recovery Office’s Public Assistance Program specializing in FEMA disaster claims and reimbursements for the government of Guam and Private Non-Profit organizations.
In addition to her professional achievements, she has made significant contributions to her community through various volunteer roles. She served as Vice President and later President of the FBLG Middle School Parent-Teacher Organization, was one of the advisors for the Yigo Youth Organization and served as Secretary for the Sports Association of Yigo Group. As the wife of the mayor, she took part in community activities such as the hosting of South Pacific Games Fijian athletes, the Annual Easter Egg Hunt, Senior Citizens Thanksgiving Luncheon and actively supported local sports and church activities.
Frances’s long history of community involvement is highlighted by her roles at Santa Bernadita Catholic Church where she serves as a Lector, CCD Catechist, Choir member, and Fiesta Committee Chairperson, among other positions.
As the newly elected Mayor of Yigo, Frances Sudo Lizama is committed to collaborating with this administration and government agencies to foster development and improvements that will benefit the residents of Yigo. Her experience and deep community involvement position her well to lead the village.
