Mayor Rudy Aguon Paco is serving his third term as Mayor of Mongmong-Toto-Maite (MTM), where he was born and raised. He is the youngest of eight children of †Policarpo Cortez Paco and †Fidela Aguon Paco. A graduate of George Washington High School, he married his high school sweetheart, Victoria Gumataotao of Santa Rita. Together, they have two children, Mathew (married to Reina Guevara) and Krystal Paco-San Agustin (married to Robert San Agustin), and a granddaughter, Isabella.
In 2011, after 25 years of service, Mayor Paco retired as a fire captain from the federal fire department. While running his painting and roof repair business, he pursued his dream of serving as MTM Mayor, a vision shaped by his involvement in the Nuestra Señora de las Aguas Parish Council and the Municipal Planning Council. In 2016, he was elected Mayor and has since focused on infrastructure improvement, community safety, and enhancing residents' quality of life.
During his first term, Mayor Paco prioritized building strong partnerships with agencies and businesses. Collaborating with the Department of Public Works (DPW), he oversaw road repair projects, including widening roads, resurfacing slippery streets, and adding reflectors and striping. In partnership with the private sector, he installed safety barricades at bus stops.
Leveraging his background as a first responder, Mayor Paco enhanced visibility and emergency readiness within MTM. With the Guam Power Authority (GPA), he installed new streetlights; with the Guam Waterworks Authority (GWA), he added fire hydrants with reflective markings; and with his staff, he applied reflector tape to street signs for quicker emergency response times.
One of Mayor Paco’s most significant accomplishments was launching the tri-village’s first-ever Neighborhood Watch Program (NWP), which now boasts over 250 members. He also improved communal facilities, including renovations to the MTM Community Center and the Toto Baseball Field, adding lights and fitness amenities like a quarter-mile walking track. Future plans include enclosing the Toto Basketball Court to further promote health and recreation.
Mayor Paco’s leadership has significantly boosted community morale. Annually, he and the Municipal Planning Council (MPC) sponsor events such as manåmko’ celebrations for Senior Citizens Month in May and holiday festivities funded through yearlong fundraising and solicitations. Under his guidance, MTM achieved a historic milestone during the 75th Liberation Parade, winning its first-ever third-place prize for their float themed “A Legacy of Peace and Friendship.”
An advocate for health and safety, Mayor Paco has a history of standing up for his community. In the 1990s, he demanded federal testing for soil contamination and residents’ health impacts due to polychlorinated biphenyl (PCB) contamination from a Navy-operated power plant. He also lobbied for protections against noise pollution from Tiyan runway operations.
