A proud Inalåhan son, Mayor Anthony “Tony” Paulino Chargualaf, Jr. will be serving his second term as Mayor. He was born on October 22, 1967 and is the eldest of six children of the late Antonio Paulino Chargualaf & Ignacia Espinosa Chargualaf. He is married to Angelica Blas Chargualaf, daughter of Margarita Leon Guerrero Hildebrand (Nena Marian) and +Angel Rios Blas. Mayor Tony and Angelica are the proud parents of two daughters, Colleen & Frantasia and Caley Jay.
On November 3, 2020, Tony won his first bid for Mayor, proudly serving the people of Inalåhan. As Mayor, he prioritized the community, culture, and beautification of Historic Inalåhan. His efforts led to Bill 60-36 being signed into law on April 9, 2021, officially changing the municipality’s name to Inalåhan. Under his leadership, the renovation of the Salaglula Pools, also known as Inalåhan Pools, was completed in April 2023, enhancing safety and beautifying this iconic landmark. Mayor Tony also launched Inalåhan’s first village festival, the Annual Maga’låhi Gådao Gupot Chamoru, in February 2022.
Mayor Tony and his team have played a key role in promoting Inalåhan and preserving its culture locally and abroad. He worked closely with military partners to establish “Familian Militat Inalåhan,” fostering military involvement in community beautification projects and events. Mayor Tony also strengthened international ties through Sister City agreements with Paranaque and Atok, Benguet in the Philippines
Mayor Tony’s accomplishments can be seen throughout the historic village of Inalåhan. Highlights include the newly erected village entry/exit signs, Håsso Inalåhan War Memorial, Bear Rock Observatory Deck, Inalåhan Veterans Memorial Wall, and the iconic 16 ft. Maga’ Låhi Gådao Statue. He also pushed for the completion of the Inalåhan basketball court and the ongoing renovation of the mayor’s office, set to open in March 2025.
After furthering his education at the University of Guam, Mayor Tony joined the Guam Air National Guard (1988-1991). He began working at Guam Waterworks Authority in 1989 and retired in 2018 as Operations & Maintenance Manager. During his 30 years of service, he earned numerous awards and certifications, including Certified Public Manager (2014), Manager of the Year (2013), Supervisor of the Year (2012), and certifications in Water and Wastewater Systems (Level IV). He also completed the Water & Wastewater Leadership Center program at the University of North Carolina in 2006
Mayor Tony has remained active in his community and continues to serve in many groups and organizations. He is currently the Vice Chairman of the St. Joseph Church Finance Council and also serves on the Board of Directors of the Guam Regional Transit Authority while being in numerous community involvements.
