Richard Brigido O’Brien Arroyo, the incoming mayor of Agana Heights, brings to his new role as mayor his years of experience in government operations and private sector work. Although new to elective office, Mayor-elect Arroyo is certainly no stranger to public service. Most recently, he served as Deputy Director of the Department of Land Management, a position in line with his background in land-related mattersstemming from over a decade of experience working with local title and escrow companies.
Prior to his time at DLM, Mayor-elect Arroyo was Special Assistant to the Chief of Staff of the Governor of Guam and Special Assistant to the Lieutenant Governor. He dealt daily with constituents one-on-one, doing his utmost to assist them with whatever their needs were. While at the Governor’s office, he was specially assigned by the Governor to serve as bereavement liaison, assisting bereaved families with quarantine and other pandemic-related hardships.
Whether it was assisting these families during the darkest months of the COVID-19 pandemic or helping individuals and businesses access critical government services more quickly, Mayor-elect Arroyo has grown to truly appreciate the value of quality and compassionate public service. He looks forward to building on the legacy of Guam’s longest-serving mayor, Mayor Paul McDonald, and is especially excited about the many new initiatives he plans to implement as mayor of Agana Heights.
