Vice Mayor Edward J.D. Tosco, "Ed" was born on September 12, 1970. The eldest of three children of Beltran D.S. and Rosita Duenas Tosco of Mangilao and grandson of the late Jesus Francisco (familian Joe and Dimas) and Francisa Meno Duenas (familian Burak). Both sets of his maternal grandparents have been longtime residents of Mangilao dating back to pre and post WWII having contributed to the growth of the village in civic, cultural, and religious aspects.
After completing his primer and intermediate education at Capt. H.B. Price Elementary and L. P. Untalan Middle School, Ed attended George Washington High and continuing to the Guam Community College, obtaining his diploma, with certification in AC & Refrigeration and Heavy Equipment, using these skills working in the private sector and tourist industries in Guam. He also worked for the Vegas Utilities and a Senior Housing Community.
Ed originally joined the Mangilao Mayor's Office staff in the late 1990s as a Community Maintenance Worker and then a Municipal Clerk, serving under the leadership of two (2) different and Vice Mayors. His hard work and dedication proved his ability to collaborate with various leaders, co-workers, residents, and public and private entities, coordinating various tasks, projects, and events, building the trust of the respective Mayor(s), Vice-Mayor(s) and residents. Ed took on leadership roles, collaborating closely with residents and government entities in times of crises and emergency. This trust prompted the encouragement of residents for Ed to vie for the Vice-Mayor position.
Ed intends to use this time both working closely with the mayor and staff to move ongoing projects forward and to network with various agencies, private sector to promote progress and growth to the village, improving the quality of life of village residents.
